APEC member economies decided to organize a series of seminars seeking for the ultimate goal of "increasing farmers' income and self-reliance". The first seminar on Agricultural Technology Transfer and Training (ATT&T) was held in February 2001 in Yogyakarta, Indonesia, where farmers' participation in agricultural technology transfers was discussed. Several problems behind the lack of participation of farmers were identified, which resulted in little success in improving farmer's incorne and welfare. The important factors to be further discussed were technology, especially on-farm production technology, as well as how to modify current top-down oriented ATT&T. Therefore, the seminar has recommended to organize this Second Seminar focusing on the following two themes: 1. Technology aspects that discussed how to increase production, how to promote value added agricultural products, and how to identify suitable technologies and problems in increasing production and promoting value added agricultural products. 2. ATT&T aspects, which discussed how to utilize farmers' organizations for ATT&T. This seminar was attended by 54 Delegates from 7 member economies: China Taipei, Indonesia, Japan, Republic of Korea, Malaysia, Philippines, and Vietnam consisting representatives from research and extension institutes, assessment institutes, training institutes, universities and farmer groups. The seminar has discussed 6 invited papers presented by resource persons from Indonesia, Japan, Republic of Korea, Philippines, and Vietnam. Most of the participants of the Seminar also contributed the papers related to the above themes.
